Foreign Managers/Coaches

I created a Cuban league and an American league and isolated them from each other and the rest of the world. However I soon noticed that Cuban teams would sign American coaches/managers/scouts and visa versa. This is kinda weird. Especially since American coaches are apparently giving up the $200,000 contract they would get in the U.S. for a $12 contract in Cuba.
