Player Name Problems

I have added New England to the nations file and put all the cities into New England. I went started up a league, got my flag and all the cities. Everything is looking good until I look at the names of the players. All the players have Portuguese or Spanish names. This continues as I change the percentages around. I finally just put American names at 100. Still all my names are foreign sometimes Chinese, sometimes Spanish. I even tried with a three letter abbreviation for New England and still get the same. Also New England is considered nonexistent even though I set it up for excellent. Here is the current set-up with American names at 100.
