Adding Money to a Team & Player Photos

I've run into two problems thus far. I'm in the first year of my universe and some teams do not have enough cash.

1. How as commissioner can I edit the financial page and give a team some cash?

2. How can I get rid of this horrendous default photo? In my news/images file I have added a new default_player_photo file in both jpg and png format. I have the right folder because a custom photo appeared. Does the default photo go somewhere else? I cannot believe that's what they chose for a default photo. That guy creeps me out with his blurry face and strange moustache.
