why are ratings incomplete
why do some players have all ratings displayed while some have only a portion of their ratings shown and some have none at all.

You have scouting turned on.
Those are the SISA (weak) ratings. To get a better scouting report you will need to scout the player, team or organization yourself. |

EHM has this. I think it's more realistic. In EHM the well known players have most of their ratings visible, while players in other leagues or whatnot are "invisible" until you send a scout out to "Hickville, Nowhere" to see the team.

i figured that so i have sent scouts out to scout teams. i will assume that if a minor league team is scouted all the ratings will show.
