Teams with $0 to spend on free agents are spending

In the HPBL, one certain team currently has $0 to spend on free agents. However, the GM still is able to make free agent offers. He signed a few players, and still has top offers on one other player. However, when I try to make a free agent offer wit hthat team (wondering how he did it) it gives me a "you do not have enough money to offer this contract" window.

Has anyone seen such a thing. Is this a bug, or is the GM exploiting something inside the game?

Can GM's release players within the game?

If so, is it possible he's releasing players to lower his payroll giving him the ability to offer to FA contracts. Does this make sense?

Yes, GMs can release players in-game for the HPBL, but the team never released any players.

If you do not have online mode enabled, the GM can edit his finances to give himself money to spend and then export his offers. Obviously that (if that is what the GM is doing) would be cheating.

I'm also not sure that it can, but if one of Pierre's editing utilities (Team Editor, maybe?) would let a GM circumvent online mode to edit a team's finances, the same thing could be done.

As long as the league is password protected, he will not be able to edit finances.

Yeah, Cody, there were players released. If that doesn't show up..then i'm not sure why. But there were sure some players released.
