weird issue w/ unretired players not displaying for all teams

an unretired player is showing up on the FA list for unpatched GM's (6.5a)
the same player is not showing up for patched GM's (6.51a)

It looks like 6.51a sometimes has an issue w/ displaying unretired players (1 displays and 1 doesnt this offseason)

Maybe commishes running leagues that allow retired players to return should take notice of this and get the whole league on the same patch.
