How do you shrink the kb of a picture?

I have a really cool logo that's 131kb and I want to be able to upload it in my other thread. All I have is Paint, is there a way to shrink the size to less than 100kb?

Shrinking the logo should do the trick. www.irfanview.com is a great free program to use.
