Originator Norway File Help/Test

I've recently finished up a new batch of Originator files for use with OOTP, but one file is giving me a problem. I, myself, cannot figure out what it is that's wrong, but the file isn't working at all. If anyone could give me a hand and point out where my error lies, I can get these babies released.

You have an invalid character set. Just change the Ø to O and the other non-english characters to there english counterparts... These are all vowels....
