Out Of Video Memory??

I just got a laptop from my father-in-law for free and I installed a second copy of OOTP to it.

When I try to run the game, a window called "CreateSurface: Backbuffer" pops up with the message "Out of Video Memory", then a second one called "InitApp" appears with the message "Error InitDirectDraw"

Does this mean I have a really crappy video card and need a new one?

I hope not

why does "onboard video card" instantly come to mind

What version of DirectX is installed? I'd check to see if that needs to be updated.

In the meantime, it's conceivable that you could use the little toggle utility program to turn off Direct 3d and the menu animations, and run the game.

I updated it to the most recent version from the Microsoft website .....9.03c I think

Where would I find that? If it's in the game, I won't be able to do it since the game doesn't even boot up.

Or if you go to the folder where you have the game installed, you'll see a file named Game Configuration. Double-click that.
