Signing free agents to MLCs

On the last day of free agency players who were offered MLC contracts will sign. My question is how do they determine who they sign with if they received multiple MLC offers? Some are suspecting in my online leagues that it is not done in a fair / random fashion. Preference seems to be given to teams that more recently sent in their MLC offers. Does it also favor teams based on their team ID or alphabetized order by city name? Any info OOTPDev could provide here would be great.

Still using 6.12 if that matters.

It has been my observation in solo leagues that the playerx will accept the most recent MLC offer they receive (if they will take that offer at all). Even players no longer favor your MLC offer because someone else offers a better organization or for some other such reason, simply offering to them again will get them to favor you again.

I do not know how order is determined for same day cases in online leagues for this situation, but I would guess the game would go by team ID number.
