CBS (2005 Current Baseball Sim League)

CBS (Championship Baseball Simulation) wants you to join! We had three GMs recently quit, everyone in our league is active and we expect that from you. The financials of this league are almost exact to the MLB. We use Halofan roster sets. Our first sim is today (Friday the 18th of Feb.)

The teams available are Milwaukee, Atlanta, and the Nationals. All teams made some trades so you should look at the league file and check what they had done.

1. League Overview

The League will use Out of the Park Baseball 6 (OOTP6) as the Game Engine. The Game Engine will be updated with any patches as soon as released.

Each GM must own or have permanent access to OOTP6.

There will be 2 Leagues in CBS. Each League will have 3 divisions. No division shall have less then 4 teams in it at any time.

The League will start with a 2005 MLB file and rosters updated until the last day before the league starts.

The computer will run any Team that has no owner and no trades will take place with a team in this situation.

Coaches and Scouts will be disabled.

The AL will use the DH rule, the NL will not.

All team markets will start as close to their real counter parts as possible.




2. Owner Responsibilities & Restrictions

You can only manage 1 team in CBS. Nor should an owner collude with another owner or group of owners for the purpose of improving any team or group of teams.

Ownership of the game OOTP6 is mandatory.

It is required that owners have AIM and be responsive to AIM.

Owners should submit line-ups, player promotions/demotions and managerial tendencies using the export feature of OOTP whenever possible.

Each owner is responsible to maintain their team and keep in touch with their commissioner. Each owner is responsible to submit lineups or a notice of "no changes" (via e-mail) at a minimum once every week.

Any owner who expects to be away or loses computer and/or Internet access is expected to contact the commissioner to appraise them of their current situation. (Everyone knows someone else that is online that can send 1 e-mail for you).

Any owner who becomes inactive (no lineups, contact, leaving severely injured players in ACTIVE, or any other signs of inactivity) will be expelled without notice.

Owners will be given 4 opportunities to keep their teams under their control. The 1st warning will be a written warning of inactivity. The 2nd and 3rd will consist of fines of $200,000, and $500,000 to their teams finances. The 4th warning will be an immediate expulsion from CBS. We want to keep everyone involved this league, so please have the courtesy to inform the Front Office that you're no longer interested in ownership of your team, so that we can keep it fun for everyone else.



3. League Management

I, the League Commissioner, will simulate the regular season using the following schedule

EFFECTIVE ASAP :

A sim Three times a week at 4-5 pm Central. Sometimes Live each sim. 10-10-10 Format of sim every Monday, Wednesday, and Friday!

This is subject to change by the Commissioner

Each Round of the playoffs will be conducted in one sim except for the World Series. Owners of teams in Game 7 in the last two rounds will have the option to sim the game out live with the Commish running the game.

New trades, FA signings, and other transactions will be processed before each sim period. Any trade involving a major league player on either team will be left in DFA unless specific instructions are given in the appropiate section on the forums.



4. Rosters & Team Management

Major league players injured more than two weeks (noted by red color) MUST be placed on the 15-day DL. No exceptions.

The active roster is limited to 25 players, expanding to 40 players in September. In the postseason the active roster is again limited to 25 players. Roster moves are only allowed between a series.

There is also a Disabled List for injured players. NOTE: A player must remain on the DL for a minimum of 15 days dependent upon the duration of the injury as indicated by the player's name highlighted in red for the injury period and highlighted in white when eligible to be activated.

Only players who have appeared on the major league roster during the regular season before September 1st are eligible for the post-season roster. September call-ups to the 40-man roster are not eligible for post season play unless they appeared in a game prior to September 1st.

Players with more than 5 years of major league service, may refuse assignment to the minor leagues, and demand to be kept on the major league club, or be placed on waivers. All owners are responsible for their roster management, and it is highly recommended by the front office, that you take this into account when signing players to your major league team or promoting them.

It will be the owners responsibility to inform the front office,(In the appropiate thread in the league forum)where you would like newly signed FA's placed within your roster. If no information is provided, any player with a MLB contract will be
placed as DFA by default, or any player with a MLC will be placed in AAA by default.



Lineups

Owners need to create 4 different lineups: Versus left-handed pitchers, right-handed pitchers and both including a DH. This is due to the fact that the game provides inter-league play.



Minor League Lineups

Owners have the option of setting their minor league lineups via the team export feature of OOTP6. Minor League lineups can only be set this way; the Commissioner will set Minor League Rosters otherwise through computer generation.

Owners can choose to have the computer set their Minor League lineups.



Pitching Rotations

Must consist of 5 pitchers throughout the regular season, unless one of your SP's gets injured then you may switch to a 4-man rotation. Also, during the playoffs, you are allowed to switch to a 3 or 4-man rotation.



Positions

Any pitcher may be used as a SP/MR/CL regardless of endurance. Changing a SP/CL to a MR for the purpose of signing them to a lesser contract extension is illegal and will not be tolerated. Violators are subject to dismissal from the league.

Players can only start at a position in which the have a rating. (Major League roster players can only learn a new position in Spring Training.)

If an owner starts a MAJOR LEAGUE player at a position for which he has no rating that player will be suspended for one week and the owner will be placed on probation.

Each team MUST have at least 2 catchers on its Major League roster at all times, or a backup with a defensive rating at Catcher.

The Commissioner will monitor and make changes to a team's roster if necessary to enforce this rule.



Teaching Players a New Position

Major League roster players can only learn a new position in Spring Training

Players will learn a new position after many innings played at an un-rated position in the Minors.

After a certain time determined by the game engine, they will be assigned a rating for the new position.

Minor league players can learn a new position using the "teach" function in the game.

AAA, AA, A roster players can learn a new position at any time, in minor leagues, as seen fit buy their team’s GM.



5. Trade Rules

Trade deadline is July 31st of each sim year. No trades can or will be processed after the trade deadline passes unless all players
involved have cleared waivers
Cash and Draft picks may be included in trades. A team may not exceed the cash maximum (see below) through trade. A team can only give as much cash as it has (i.e., cannot trade itself negative).

Cash can only be traded during the current year only. No payments can be stretched into the future (i.e. 1 million per year for the next 4 years). Because of software limitations, each trade must contain at least one player on each side.



All trades must be reported using the Message Board by both teams involved in the trade.

All trades MUST include player position and FULL Name.

Be sure to follow all trades with a clear indication of the roster moves you would like to make to accommodate that trade. For example if you trade your starting LF and 3B for a starting pitcher and SS, be sure to follow up your trade with where you want each player on your roster and where you want them in your line-up or rotation. You are expected to send in a lineup before the next sim if you make any trade!

The Commissioner has the right to reject any trade that has been deemed as hurtful to the league. This includes extremely unfair trades or collusion between two members.



6. Free Agents

Free Agent Signing Period

When the season is over and the next season starts the free agent auction period starts. We will use the in game function to conduct the F/A Period.

The FA signing period will consist of 5 day rounds for a 12 day period (ex. Days 1-5, Days 6-10, Days 11-15, etc)

The FA offer process will be conducted by Export By FTP through the game’s FA system.

FA Signings and results will be posted on the website after each signing period.

FA’s signed during the offseason period will not be eligible to be traded until July 1st of each sim year. In addition, FA’s signed during this period for an amount exceeding $10 million per year will not be eligible to be traded until the next offseason.



Mid-Season Free Agents

All newly signed FA's (midseason only), will need to be posted in the message forum topic for this category, and the following information is mandatory. The Front Office will not process any postings which do not include this info, and you will risk losing your right to sign that player.

You must put the player position and his first and last name as the Subject for the message on the forums. And inside, you must place where you want him to if signed (AAA, AA, A, or active roster) as well as your offer.

All offers MUST include a specific monetary amount. Postings will not be accepted with general amounts or "give him what he wants"--- If all offers do not contain the above information, THEY WILL NOT BE PROCESSED.

By the software restriction, F/As signed mid-season may only be signed for one year. This should be made via forum message board. Mid-season F/A will be done like an auction. After the first offer for a player, the rest of the teams will have 24 (twenty-four) hours to post a bid atleast $300,000 higher than the last bid.

Free agents and players signed during the mid-season can be traded at any time up until the trade deadline.



Arbitration

Player Arbitration is ENABLED in CBS.

Players between 1-5 years of experience are allowed arbitration.

Contract extensions for players eligible for arbitration are not required and are not encouraged.

Arbitration figures are calculated by the game engine, and cannot be changed. The arbitration number is figured by the player’s performance.

Arbitration is a 1 year salary only. Players may be resigned at any time during arbitration years.

Once a player is resigned to a contract, he is no longer eligible to receive arbitration during the contracts length.

ARBITRATION IS CONTROLLED BY THE GAME ENGINE; THERE ARE NO GUARANTEES BY THE LEAGUE FOR AWARDING ARBITRATION.



7. Waivers

When a player with a Major League Contract is waived from a team’s roster he is placed on waivers for a period of 24 real-time hours on the message board.

During the 24-hour period teams may make claims on waived players.

A team may pull their player off waivers if a team claims him (revocable waivers).

The highest-ranking team on the Waiver Order will then sign that player to his desired contract, and be moved to the bottom of the waiver order list.

The waiver order will open as the reverse order of last year’s standings.

The order will be reset to reverse order of last year’s standings upon each new season.

A forum will be created listing the current waivers order and where any claims on released players can be made.

If a player receives no claims on the waivers process he will be sent to the AAA (or lower) team of the original team if they so desire.



8. Contract Extensions

All players MUST be in their final year of their contract to be eligible for an extension.

Teams may request to know what the player is asking for in terms of amount and years. They may give a figure or they may say "make me an offer." If they give an amount it does not mean that is the only terms they will accept. It is a negotiation process. Once an agreement has been reached the player will be signed with no backing out.

All contract extension offers with the replies by the players will be posted on the message board to be valid.
Many times a player refuses to listen to additional offers and doesn't want to talk contract any longer. It is advised to wait until later in the season to make another offer. The player still may not want to talk contract at that time also. If the player refuses after all attempts he will go into the FA pool for next season or can be traded away.

When a player states he'd 'like to test the market', the current team can make offers to the player, these can consist of any amount of money and years the team sees fit to offer. Should these bids be refused and the player may breaks off negotiations, the player will become a free agent at the end of the season if not traded away.



9. Amateur Draft

Rounds 1 and 2 will be held in a live AIM chat at a time TBD. Round 1 picks may be started early in a forum thread at the commissioner's discretion. The process for Rounds 3-5 will be determined at that time. The order for the draft will be posted by the commissioner. If you are unable to make the chat for draft selections, you will be allowed to email a list of players you would like to select.



10. Financial System

There will be no “salary cap" for any season. Here are the guidelines for CBS franchises:



1. Your team may not operate in the RED (having a negative cash balance) for 2 consecutive years. If this happens, your franchise will be penalized your 1st round draft pick in the following year. Back-to-back instances (or a 3rd year of operating in the red) will lose their 1st and 2nd round picks and be subject to removal from the league by the commissioner.

2. You are allowed to "bank" money for the following year. If you don't make enough to cover your expenses, that money can be used towards your expenses and you will not be penalized if you still have a surplus. This means even if you do not make money for the year, but still have a cash surplus, your season does not count as a season in the RED. Only a season where a team finishes with a negative cash balance, does a team get “counted in the RED”.

3. If you operate in the RED for one season, then in the following year your franchise makes money. The clock is then reset and you may be in a deficit the next season without penalty.

Any owner caught tampering with the financial data for his or her team will be removed from the league immediately.



Team income consists of broadcasting revenue, merchandising revenue and ticket sales. The ticket price is $10 by default but can range from $1 to $20. Of course the lower the price, the more fans and vice-versa. Ticket prices can be changed anytime and will be exported with your team file.

Another source of income is the play-off revenue. If teams make the play-offs they'll get a certain amount per game they play.

The payroll and released players are the only expenses teams have. The player expenses will grow when the season progresses, as will your team income. At no time can you sign a player if you don't have the cash to do so.

When a team reaches a negative cash flow, it may no longer extend contracts or make any trade that would increase its salary (it already cannot sign free agents).



****IN THE EVENT OF AN OWNER BEING EXPELLED OR LEAVES:****

The new owner will start with a clean cash situation if the previous owner had a negative balance

The new owner will have a one week period to bring his teams salary under control if team is over

If this is accomplished, and the team was in a negative cash situation, the cash balance will then be adjusted to zero.

If an owner leaves or is expelled in mid season, the new owner will be given the opportunity to veto or accept any Stadium or Free Agent bids.

A new owner will be responsible for any contract extensions that were given by previous owner.

A new owner also takes responsibility for all trades of cash, draft picks, and any other doings of previous owner not listed.



Player & Coach Award Compensation

All player awards will be generated by the game engine.

Money will be awarded to teams for award winners as follows:



250,000 for All-Star appearance and Gold Glove winners, per player

500,000 for Rookie of the Year winners

1,000,000 for MVP and Cy Young winners

5,000,000 for Triple Crown Winner

a 500,000 bonus will be rewarded for a unanimous vote

The All-Star appearances and Gold Glove winners will be chosen by the OOTP engine. The rest of the awards will be voted on via forums.

A Coach/GM of the year award will be given for both AL and NL leagues.

Coach/GM of the year award will be voted on by all 30 owners.

All owners will vote for both leagues

All owners MUST vote, but may not vote for themselves. HOWEVER if an owner receives all other 29 votes, it will be considered a unanimous vote.

Owners that receive the Coach/GM of the year award will be awarded the following amount:



1,000,000 for award

500,000 bonus for unanimous vote

11. Stadium Construction & Relocation

Relocation

A team must be deemed unable to compete within its division to be considered for relocation. This does not take into account the strengths of the teams within the division, only the team's ability to make enough money to stay competitive. These are the rules for relocation:

If you meet the above criteria you are then permitted to submit an application to be reviewed for your franchise relocation.



*Again, you must be a CBS GM for 3yrs before your application will be reviewed*

Stadium Construction

All teams that have current parks under construction will move into said park when the actual team would. Dimensions and figures will be identical to the real ballpark. Owners will have to pay a one time, flat fee of 5 million for these parks

Owners should submit their proposals, including wall height and proposed ballpark factors to the Commish prior to the beginning ofthe desired construction season (i.e. any submission during the season will begin construction opening day the following season).

The proposal should include reasons for desired construction and whether relocation is required.

All requests for construction of new ballparks are subject to denial, depending on some of the following factors.

The age of the current ballpark

The financial outlook for the requesting ballclub

NOTE: Construction of a new stadium is for increasing team income, but at no time will this option be exploited

The Commish will determine the appropriate ballpark factors given the design submitted.

The CBS league may assist in the funding if they deem it necessary.

Proposals shall be submitted in the appropriate forum or by email to the Commish.

New stadiums take 1 season to complete construction so if you want a stadium next season start it by the beginning of the previous season.

Ballparks are paid for over a period of 3 years.

Public and private investors will fund 80% of the total construction costs.

Team Ownership is responsible for the remaining 20%.

50% of the remaining cost is due from the team for the initial payment

The remaining 50% will be paid over the next 2 seasons in equal payments, unless otherwise stated by the owner

Stadium Payments are taken at the END of each year the stadium is beginning constructed, after the World Series has been played.



Failure to maintain sufficient funds will result in a tax (5% of total stadium cost) against the team (to be paid in year 4) freezing of any FA signings, trades, or other transactions until the owner brings the payroll within acceptable limits.

46,000 to 50,000 seats: $ 2,000,000 per 1000 seats
51,000 to 55,000 seats: $ 4,000,000 per 1000 seats
56,000 to 60,000 seats: $ 6,000,000 per 1000 seats
61,000 to 65,000 seats: $ 8,000,000 per 1000 seats
66,000 to 70,000 seats: $ 12,000,000 per 1000 seats

Example: (Minimum stadium configuration)
Grass stadium with 45,000 seats would cost:
Base $100,000,000
Grass $ 10,000,000
Seats $ included

Public/Private investors to pay: 110,000,000 x .80 = 88,000,000

Team responsible for: $ 22,000,000
First payment at groundbreaking: $ 11,000,000
Payment due prior to season 2: $ 5,500,000
Payment due prior to season 3: $ 5,500,000

Effects of the new stadium:

The effect a new stadium has on the fans and financial status of a team depends on the quality of the new ballpark.



The changes are effective opening day the season the stadium is opened and are locked in for the remaining 2 seasons while the ballpark is paid off.

After the second season in the new stadium, the game is allowed to adjust the market size and fan loyalty.

The determination of these factors in OOTP6 is based on winning.

The effects are as follows:

Stadium renovations are also allowed, however the following rules apply:

Stadium Renovation

During the off-season, owners may make modifications to the existing stadiums.

As these effects are seen in either revenue increases (more seats) or game play changes, these changes do NOT affect the Team Market or Fan Loyalty.

Stadium Dimensions

Fence adjustments will be drafted by the owner.

Each modification should include a suggested ballpark effect (within the game) that the change would have then are subject to review by the Commish.

Construction modifications: $1,000,000 base
Ballpark factor closer to 100: $100,000 per point
Ballpark factor farther from 100: $250,000 per point



Existing stadiums may increase stadium capacity by blocks of 1,000 seats.
Maximum stadium capacity will be 70,000 seats

Construction modifications: $1,000,000 base
46,000 to 50,000 seats: $1,000,000 per 1000 seats
51,000 to 55,000 seats: $2,000,000 per 1000 seats
56,000 to 60,000 seats: $3,000,000 per 1000 seats
61,000 to 65,000 seats: $4,000,000 per 1000 seats
66,000 to 70,000 seats: $6,000,000 per 1000 seats

All stadium dimension changes must go through the Commish



12. Final Note

All Rules are subject to modification AT ANY TIME as seen fit by the CBS Commish.

CBS Commissioner has all final say on matters and will do so in the best interest of the league

Ok...I just made a new clearing of all the immature GMs. To be in this league you must not be as immature as the couple we had here before. We have allreay simmed I have updated everything that should be. There were a bunch of immature GMs in this league that shouldn't have. Some GMs quit cuz of that. So these are the teams open...

The 6 teams that are open are because the A's and Bluejays were very immature if you check out our boards, the Nationals and Diamondbacks really weren't interested as they were in a lot of leagues in which they had a better team, and the Brewers we found out didn't have OOTP6. The Cardinals and Dodgers quit because of the A's and Bluejays immature incidents. The Atlanta Braves just quit because we edited the Financials to make it more MLB realistic. You can check the Financials as they are very realistic. Everyone's having tons of fun and we have no more problems in the league. We are looking for some nice GMs for these teams that are available.
