Mininum Salary?
This is currently being discussed in the USBL right now. I'm wondering what is your thoughts about a minimum salary. What I mean by this, is that teams are forced to spend a certain amount of money to help bring the depth and competition to the league. I'm just wondering what others think about this, so I can get a broader opinion about this.

Obviously it could be good and bad, but what I'd like to know is how you would implement this.

Right now, I'm looking to starting it at 45.5 mill, but havent decided if I should either send up the minimum after the first season using it, or send it down. I'm still in the stage of wheather or not to go ahead and put it into play

Having a cash cap should have the same practical effect as adding a mandatory minimum salary if you have a salary cap. If your league has a salary cap of $70 million and a cash cap of $20,000,000, any team that has a payroll less than $50,000,000 that can meet the cap in terms of revenue has every incentive to spend $50,000,000 in player salaries rather than just letting that money go to waste. So, in effect you salary cap minus your cash cap is your salary floor, since any team spending below that amount is just wasting their revenue.
