Player Development Budget
Does this budget effect primarily your minor league players "growth"?
Does it also effect the growth of younger players in the ML? Does it play any role with older ML's in term of potential continuing growth or minimizing declining performance over time? |

If you're playing historical, my estimate it does very close to nothing. For fictional I have no estimate.

I believe it has a small effect but I also believe they added it primarily to give larger market teams a place to sink extra unused cash.
Of course it or for that matter any development related setting will have little to no effect (possibly a tiny effect on in-season rating fluctuations unless you’ve turned those off, absolutely no effect on year or year) on a mode of the game that recalculates ratings every season.

I go double the league baseline in my fictional league, and I'm running a "below average" market team. My theory is that is it's more important in smaller markets to cultivate home-grown talent that will be cost-controlled for a few years. It seems to be working in my current save. We won a championship in Year 3 and our draft picks are developing well. Of course, like most things in OOTP, there's mystery -- maybe we just drafted really well.
