How do numbers get retired

As the title says, what is the criteria for jersey numbers to be retired? I'm looking for the technical info such as a player has to have been with the team for X amount of years for example. Is it a storyline, something else? Maybe can only happen when the player is elected to HOF? What happens if someone on the team already has that number?

I don't have answers to most of these questions but I can tell you that in my fictional league several players have had their numbers retired by their primary former team and none have yet been inducted into the Hall of Fame. Most of the players whose numbers have been retired I expect will be elected into the Hall in the next 3 to 10 years but at least one of them I don't expect to make it. (Of course, I could be wrong about him.) The lone player on my team who has had his number retired stepped away from the game after we had won a championship but he had struggled through a very poor season, by far the worst of his sure Hall of Fame career. On the same day that it was announced he was retiring there was also a news story about the team retiring his number. (He pitched his last 8 seasons with my team and his first 5 on one other team.)
A few others whose numbers were retired had spent their final professional season playing in the minor league system of teams other than the one that they had primarily played for in their career. But once it was announced that they were retiring from the game it was also announced that their former team was retiring their uniform number. (With one of them, he played with the same team on the big league level for his entire career.)
Other than the player whose number was retired by my Denver Brewers organization, all of the others played at least 80% of their careers with one team and at least 2 of them only played for a single team during their big league careers.

The announcement of retiring a player's number always happens on the day they retire. I've had this happen 15-20 times through my 125-130 seasons I've played. It is not always a HOF player but it's a really good player that played the majority of his career on your team.

I dont know the technicals. But i have seen storylines when players numbers are retired. It seems to happen on the day they retire if i remember correctly

I have a HOF pitcher whose number was not retired. I'm guessing its because he had three, I think it was, although it might have been four, numbers with my team and so there would be a question of which number was his number.

In my experience, it’s usually a player who played a majority of his career with the ball club as well as have HoF stats. For example, in my fictional league, on of my starters got his number retired because he holds the record for wins as a pitcher.

For those that have #'s retired, are any of them converted leagues? I've never had a # retired in my EBL vs MLB league which I'ved played since OOTP 13. 36 seasons. None of the HOFers have their # retired.

My fictional league started with OOTP 13 (110+ seasons) and numbers get retired regularly.

The game is extremely inconsistent about it, seems like the sort of thing that would be transparent and easy to trigger. Every team IRL has a different criteria but in OOTP, it's just a black box. But alas, it is not. Usually, if it's not done within the first few years of retirement, I just do it manually. There ought to be a way to make the game generate the captions that get generated automatically without rhyme or reason, though.

Also IRL, a guy can have his number retired by multiple teams but in OOTP that'd never happen.

I'm sure there has to be some under the hood triggers and criteria for this, but it does seem random. I've had guys who I thought for sure would get their numbers retired that didn't, and then I've gotten emails letting me know that a guy who I honestly almost forgot played for me was having his number retired by the team. I love this game, but this seems like one of its weird quirks.
