Does Time Affect What's In A Pack?

Does anyone know if OOTP has disclosed at what point in time, it is determined what cards are in a foil pack; when you purchase it or when you decide to open it?

pretty sure it's when you open it; as it's been said on the TWIPT broadcast when they release new cards if you have an unopened pack in your inventory (even if you purchased it yesterday or earlier), it could return one of the brand new cards.
