Award icons bug

If you delete skins.bin to get the game to reload skins for new award icons, it won't do it and just defaults to a new skin that has the skin.bin file instead. It's worked for several versions, dunno what happened now?

Still a problem in OOTP17. Hope it's fixed in OOTP18 where we can again use custom icons.
