Rating Question - Indy League Comparisons

Since I'm planning a complete rerating of my indy-leagues and the mexican league, I'd be interested in your opinion of the strength of the leagues in comparison. For simplicity reasons (I'd like to do the rerating stats-based), I'd put the leagues in two categories (where I would put the all the stats together and start the rerating):

(1) Atlantic League and Mexican League - quite comparable from a strength standpoint (problem is though that the Mexican League is more of a hitters league) - I'd put them a little bit above AA-level;
(2) all the other indy-leagues, all around A-level. First I thought the level of play in CamAm and AA would be a bit lower, but given the ratings of some known players with affiliated history I would not say so any longer...

Any opinion about that?

This article discusses 'ratings' for the various winter leagues. Mention of the Mexican League (I'd assume you mean the hitter friendly summer league) is at the very bottom of the article. According to the article, the summer league rates in at .780, which is at or just a tweak under AA level.

As far as the Atlantic League, I've seen an equivalent level somewhere among or between AA and AAA. Of course, the chances of these players making the bigs (being scouted or otherwise) is lower than the official minors. But for Indy leagues, I think generally you wouldn't go wrong with A or AA level. Depends on how many players you want that are skilled enough to jump leagues if called upon.
