Why can we not make contract extension offers to players not in their final season?

Just the way the game is designed currently. I feel it is already too easy(though it is improved) to lock players up by re-signing them.

But by resigning them you also risk paying for a guy whose production will drop off long before the contract is over. It's not a big deal to me, I was just wondering.
