But I'm not thinking of a league with real imported players, I'm thinking of a fictional league. (Good thing you brought the difference up though as I've never played with the former.) Say your fictional league has just started year 3. By the above formula, the most pro years any player will have is 2. You'll have no players eligible for FA, arbitration, rule 5, etc. I doubt that is what most people want. Perhaps the utility can have an option of which formula to use depending on if its a real imported stats league or a fictional league. And the only difference for the fictional option is pro years for players drafted in the initial draft is not changed. And if they really want players to have a max pro years the same as the # of years of the league, people can use the real league option for their fictional league.
