You need the # at the end of the file. I believe it's a flag to the game to tell it that is the end of the file.

I've looked over the file and the first thing that comes to mind that could be the problem is the funky characters. You could try deleting or changing all those and then try it out.

EDIT: Also, maybe there is only one funky character that's screwing everything up. It's not necessarily all of them. I believe I once saw a name with that funky Spanish n, so I think some do work.

You might want to delete the line after the # as well.
