It is indeed the gym that calls you, telling you that all your hard work has paid off. Exactly why or when it happens I'm not sure... I was already at my peak, so maybe you have to max out before it can happen. Also, from the blurb in the "RPG Abilities" section of your house, I presume it requires a good workout routine (i.e. I know I have a lot of strength exercises in my routine -- bench press plus, etc. -- so a power increase seems logical), but beyond that I'm still a mystified by the mechanics of the feature.
