I just can't help but think that for, at least some people, the root cause isn't OOTP, but that OOTP just makes whatever the problem is far more noticeable. Like your not fully getting rid of OneDrive, it's probably working on something in the background. Or something else is indexing files causing a slow down (have you checked this post out?). Do you have any startup programs or services running that you really don't need running? Have you tried disabling facegen (not that you should have to, but it does sound like a common culprit of OOTP issues)?
