Mgr > Act As > select team and then go to the appropriate pending offers screens.

As for the ArbEli screen, I don't think it's available until the postseason is over and it's in the Lg menu. I still wish there was an Upcoming AE tab on the Organization screen so we could more easily deal with those players before the postseason ends.
