I like FIP too but also WAR. Since you don't show FIP we'll have to use WAR. Your guy put up decent WAR at A and 2 seasons at AA. The A+ WAR isn't as good but the sample size is small. IMHO I don't think his trouble is being promoted to quickly.
Base on his card he looks like AAA is his ceiling IMHO. The 35 overall is troubling but that is only a quick dirty guide in my evaluation and wouldn't be a deciding factor on my final evaluation. What I don't like is he's a flyball P that is below avg on HRA and Movement. His HRA/9 stats are ugly and something I wouldn't want on my team. If he could improve one of these, or better both, to 50 in individual development or the development school he could end up in The Show.
One thing I do is use the "ratings relative to" menu a lot. Put that on AA and AAA to get a view of how your scouts think he will fare at each level. I do this with all of the minor leaguers in my organization to get an idea of what the scouts think their ceiling is. The easy way to do this is on your team's organization page by using the "relative to" option as the top of the screen. In a few seconds you can see how every player is rated at every level. Any potential below 40 is a sign that he isn't going to play in that league and his ceiling is the league below that. But it is only a sign as I still look at stat output and the players actual skills.
