I normally go the other way and flood the league with talent and then watch how the game engine break itself.

As to how the league will perform, remember that league totals and it's modifiers will dictate a lot in regards to performance. So you'll see a lot of interesting results. Depending on league strategy you can produce some crazy seasons. Records can easily be shattered
All my leagues have inflated talent, I prefer it because it makes it harder to assess who is good using ratings alone. A league full of duds would probably also solve for this, because anyone remotely good would stand out, I've never done the bad talent generation thing in a league in a long time and I don't remember how it went last time, but I'm curious about it.

At the end of the day, even in that league someone will perform really well and there will be standouts. Thinking about adding a "Sunday Rec League" style league to my game where those guys can play, the rosters are small and then perhaps at some future date, we'll add a retired fringe pro player to the league to see what kind of havoc he causes to the league.
