JMO and I can be wrong but I think it has more to do with how to make sure regulars IRL are regulars in the simulation.
Other games (Strat, Action PC, etc.) have a usage penalty to accomplish this. If a player exceeds their real life IP/AB, the penalty kicks in and their ratings drop to replacement level or something comparable.
OOTP does not have a "usage" penalty so how can they encourage the game engine to use real life regulars over bench players that may have a better raw rating? That is where the concept of weaken/adjust comes in IMO. It weakens your regular subs toward slightly below average level where there is still a chance they may be a regular in the OOTP game. Your cup of coffee players with just a handful of ABs/IPs will be at or below replacement level and will probably never become regulars in OOTP.
How would you make sure real life regulars are starters in OOTP instead of the cup of coffee players? I kind of like the usage penalty but there are problems with that also.
