My observations are that when you see a situation of start every 5th game those two players will be relatively close in overall ratings. So the computer manager may be looking at it as a situation where it's not quite sure who is actually better so it's hedging a bit.
In a start every 20th game situation my observations are there is generally a greater difference in the ratings but they are still perhaps close enough that there is some doubt over who is actually better.
Default setting for the game is to have some of the computer manager evaluation based on current year statistics. So letting a backup play occasionally allows some data to accumulate which may change the computer manager's decision about who to play.
The preceding is based on anecdotal observations and may be completely wrong.

This is all correct. The only way the AI will set a backup to start is if they are good enough to start and that generally means comparable ratings.
AI evaluation settings will determine how much stats play a role.
If the backup isn't good enough to get some starts then the AI will only play them when the starter is tired and that is based on position fatigue ratings.
