We have made adjustments over time to the player creation and development. It should be relatively balanced (although obviously current MLB has a lot of young stars, so they will likely be at the top of the charts for some years).
For example, I just took a new MLB test game and simmed it to the end of the 2031 season. The top WAR leaders among batters are Holliday, Chourio, Salas, J-Rod, and then #5 is a 2028 draft pick. After that it's Melton, Collier, Jordan Walker, Soto, etc... There's a few currently known players in there (Volpe, Elly, Morel, Carter) but it's a relatively spread out mix.
Pitching is similar. #1 in WAR by far is a 2029 first overall draft pick, and in the top 10 there's a handful of modern guys like Crochet, Webb, DL Hall, etc... There's a handful of draft picks too.
Every year and league will be a little different, but things should be fairly balanced at the moment.
