I've felt the same at times, Revo. It is frustrating.
R0cketer's tip does reduce it about 70-80% for me, I've had it happen about 25x out of the last 150 or so now. I can't imagine this is somehow a local "timeout request" problem like it is starting to appear to be, the server isn't tracking the mouse movements, and the server is what should be what is receiving data for this issue. So if this is a problem that is upload connection related, then it's extremely likely that this is a server bandwidth problem on the game side that is causing this. If that's the case, there isn't a whole lot we can do about it, other than hope in the next few weeks, the amount of players that play at launch will fall off where the problem will fix itself as the PT 25 becomes a "been there, done that" scenario and half the players stop playing so the servers aren't as congested on their backend.
All we can do is be patient...
