Not specifically related to the new changes, but I was wondering if this was the expected behavior for unsigned college players. Basically, I had the number 2 overall pick, but wanted to holdout for next year and get a comp pick at 3 because I saw a couple prospects I liked way more next year. Not guaranteed to get them, but I figured it was worth a shot and worst case scenario I could probably draft the above pitcher again. He was only 21 at time of draft with only a single year of college stats due to when he was generated, and I thought he would return to college for 1 more year. However, he appears to have instantly became a free agent and signed a minor league contract after failing to sign. If the expected behavior is to become a free agent when failing to sign, this could be easily exploited. Just draft an older college player with your yearly pick, fail to sign them and get a comp pick back, then just sign the player to a major league contract when they are a free agent.
