Thanks for walking me through this! If this is indeed the issue, Ive been doing it "wrong" for several versions now, and only just noticed these crazy outcomes...
just to clear up a misunderstanding of target development age, younger does not mean they develop faster at a younger age. It means that they STOP developing at a younger age.

For example on a normal setting, a player may stop developing at 24. on a younger target development age setting, they player may stop developing at 22. An older setting means he may stop developing at 26.

The same concept applies to aging target age. Normal means that a player may start aging at 30. younger means he may start aging around 28 and older means he may start aging around 32.
