Why do you think it's necessary? I'm thinking they probably put it in there so the draftees don't have leverage over the teams. The teams can just say to them, "you don't want to sign with us? Fine, we'll just take another similarly ranked player next year".
It got me thinking, however. Have teams not abused this in the past? I mean, just imagine you're the GM of a team and you think this year's draft class is pretty weak compared to next years. Or maybe not that, you just don't like the talent at this part of the draft and would rather take your chances of it being better next year. Not only could you postpone your pick to next year's stronger class by drafting a player and not even trying to sign him, but that would also screw over that player and any team that might legitimately have wanted that player. If I was a GM of another team I'd be pissed and I might even say, "well, they're doing it, I guess we should do it too". It'd be crazy.
I don't know much about the process. Is there something preventing this?
No, the more I think about it, the more I don't like it. If you don't think you can sign a player, just don't draft them.
