Aha! I figured it out. After the draft, mind you, so I'll have to re-do the draft, but that's okay. I like drafting.

What it was was those players didn't sign with the teams that drafted them last year! They actually went to college. And they aren't draft eligible again for another 2 years (3 after their original draft). Good for them.

I should have remembered that earlier. Oh well.

I kind of wish you could turn off compensation for not signing draft picks, but I don't see that as an option. My thinking is, "why should my team have to draft further back this year because your team couldn't sign the player you drafted last year". That's on them, not me. Yeah, it could be argued it'll even out once those players re-enter the draft, but maybe not. Those players might flame out and my team might finish even higher thereby drafting even lower by then.
