At worst I’d imagine it would be the same as OOTP handled MLB before they got that license: they set up the framework and leave it up to fans to create a 3rd party mod that includes everything. The Japanese League stuff wouldn’t apply; you’re talking about a different country with completely different copyright law (no dice making a Japanese collegiate system though). I don’t think player names are covered under those laws either (likenesses I think would be). I think there’d still be a huge amount of work to essentially convert the game to use some new kind of ratings system that covers very low skilled players relative to Major League Baseball, or else some kind of parallel system you’d have to run in tandem before converting college ratings into pro ratings.
The more I talk into it, the more I see that it’s not insurmountable; indeed, you could even probably set up a system like the latter using mods (the big doozy would be the one you use to export, convert, and re-update players, but the Sierra games back in the olden days had modders do arguably more far-reaching things than this). To me it’s a fair bit of work for a sport that’s not nearly as popular relative to the pro game as basically any of the other Big Four sports, but sure, this is something someone could even create as a POC if they wanted to…
