It can be done
Are you willing to get your hands dirty with a little XML? It's not the most difficult thing, it's just tedious and enormous attention to detail is required. I added a bunch of towns to the DB (but all in the Upper) when I released my UPBA Quickstart. Didn't include the local data because it was a PITA.
Msg me if you're willing on XML and I'll show you what I did.
