Did you see rburgh's post? 50K players in the PT 22 universe vs. 6K for PT 23. Setting aside the fact that it's early days, there are 4 reasons for the disparity in numbers:
4. The change in server provider and resulting inability to use teams registered under multiple licenses has shrunk the # of teams belonging to the existing player base.
3. Dissatisfaction with happenings during the PT 22 cycle caused players to walk away from PT.
2. Dissatisfaction with happenings during the PT 23 launch caused players to delay purchase and / or walk away.
1. No OOTP 23 Go means mobile-only players have no point of entry. These players will never buy the PC version, thus they are locked out.
OOTP (or, more accurately, Com2US) wants OOTP Go up and running orders of magnitude more than they care about the PC version being live. The drive to destroy F2P is real, but it's a parallel track.
