The game is extremely inconsistent about it, seems like the sort of thing that would be transparent and easy to trigger. Every team IRL has a different criteria but in OOTP, it's just a black box. But alas, it is not. Usually, if it's not done within the first few years of retirement, I just do it manually. There ought to be a way to make the game generate the captions that get generated automatically without rhyme or reason, though.

Also IRL, a guy can have his number retired by multiple teams but in OOTP that'd never happen.
