Anyone can compete at any level. You also have to temper expectations to a certain extent. If you aren't willing to grind tourneys (or the AH if you're into that, I'm not huge into that), you won't be competing at the highest end. You can't expect to compete with someone putting in thousands of dollars if you check the game every couple of a days, and sign up for a couple tourneys a week.
Regardless, I've got 2 f2p teams in Diamond, and a $100 team. I've been in Perfect 3 times across the teams. To dismiss the possibility of gold+ without putting money in is crazy.
To the OPs point though, $100 isn't going to drastically change your team. It's not going to magically make you win diamond and compete in Perfect. If you're wanting put some money in and grab a favorite player or something, fine, but don't expect $100 to push you over the edge into competing at Perfect.
