I agree with your point. Since scouts gather their opinions from watching players perform, the game should model it that so talent changes aren't reflected in scouting reports until a certain number of at-bats or pitches/inning after the talent change took place.

Well, that and the scouts are never *wrong* when an older player has a dip in talent, or for that matter if they have a late career talent bump.
I do use 2-8 ratings for fielding and “other” ratings. I’ve otherwise gone back to turning ratings all the way off, unfortunately.
