just my uninformed speculation here, but seems like the sims run from top to bottom (perfect leagues, then diamond, then gold... etc)....
so if your team was promoted up from last year, you'll probably see the sim/new download pop up quicker....
at least that's been my experience with it each time I've moved up a tier
