It can happen I guess. I also have done decently well on a small budget. I've spent maybe $70 total, have a modest group of five pretty cheap historical diamonds (average purchase price: 12K), and one very lucky historical perfect I got from a pack.
Last week, I went to the LCS game 7 in Perfect. If a couple other things had broken my way I guess I could have won that game (I didn't), then I suppose maybe I could have won the WS with this roster. In a short series, anything can happen.
I built what I consider a pretty good team for not much money, but I also did need a lot of luck to get to the LCS. Most importantly, I was in what was by far the weakest division in the association, which I won with like 87 wins.
This year, there are twice as many "whale" teams in my perfect association, and my division is one of the toughest. I really don't have a prayer of touching the playoffs. I'm still enjoying PT, but I do think the game would have more longevity if it was structured with more separation between the best (most expensive) teams and the rest of us. I think the way to do that is more levels of play.
