Seriously, it should be easier to program an option to opt out of notifications than it is to program PT.

We will have 2-3 more updates this year. One today, another one early next week and then another one 1-2 weeks later. Doesn't sound too bad to me.
Oh, and by the way, the option to disable the news popup is already there:
Settings dialog -> Misc -> Display Latest News from OOTP
