Ever since OOTP got the MLB license, drug suspensions are not in the game anymore. Suspensions for fights and so forth are in the game, yes you could edit a suspension by using commish mode to edit the player. Also, there was never a mention of drug suspensions inside of a player's bio back when that was still in the game anyway so you'd never know unless you were paying close attention. (That was the only value of it for me, I wanted to see if it influenced how I voted for guys who were HOF eligible in my leagues.)
The game never tracked them, the answer to your question is no. The game doesn't track career suspensions.
