It shouldn't. There is a separate area for deciding where free agents and international amateurs come from. You can decide yourself whether you want them all to come from Africa or whether or not you want Americans, Canadians, etc. in your league.

If it's only from Africa, you may want to adjust the inherent ability of each nation because while somewhere like Venezuela might be a 4 or 5 star talent pool for baseball players, Angola isn't necessarily known for its players, so you might not get anyone good from any of the African countries.

This might have to be done after league creation. If so, I would just delete all the players after you make your adjustments and then add new players.
