I don't think so, but a commissioner/simmer could also be playing under a different name or he could be changing ratings for a buddy.
As for playing ahead to see if a prospect will pan out, I really don't think that would be worth it. You could sim 25 years ahead 100 times and I don't think it would help much as the real sim could go completely different than the average. There's just so much that can go wrong or right in development that even having a stud prospect is no guarantee, much less a prospect that's not a stud.
I think the key is to try to not take it too seriously. I know I took my online league playing too seriously at times, but it's supposed to be fun, not stressful. If you really think something is too fishy then it may be time to just drop that league and try another.
