I don't know the specific details but the Cardinals had so many prospects logjamming their system that they were ordered to release players. They were way ahead of their time and had a massive farm system. The Dodgers and Yankees had a large scouting budget and were able to pay scouts better in order to find talent other teams would miss. Interesting for sure.
