Don't rule out using a 1 subleague format. I know when I manage, gm or even just follow one team as a fan, I often find myself ignoring the subleague my team doesn't play in. That subleague is often nothing more than a standings page and a leaderboard. Another thing that can really help is to use the reserve clause or you can increase the number of years before a player is eligible for free agency. That way, players stay on teams longer and you will start to identify franchises by player/s.
The cool thing about 1 subleague and OOTP. You can start small with a 8 team 2 division setup, expand to 10 teams 2 divisions, 12 teams, 14 teams and even 16 teams and the game comes with the schedules to do so. There's also a really nice 154 game schedule that fits a 12 team no division setup.
