I'm always hesitant to make Rookie level unlimited rosters, just because it winds up being such a mess. A roster limit of 42 for R Ball should be plenty -- also combined with a 30 roster limit at Short season A ball. That should leave teams plenty of headroom to make roster moves.
And if the teams are constantly over the limit -- why doesn't the AI just release a player or two.. ??

I have Rookie set to unlimited and I still run into this problem. Sometimes, the team stopping would be a team with only six players and other times it would be a AAA team with 27 (player limit for AAA is set to 26). So setting Rookie level to unlimited won't fix it.
I also noticed that if a team is over the limit and I manually release a 35 year old in AA they will just replace him with someone else the next day. Luckily though, it's only been a couple teams and I can usually get by it pretty quick. It does suck though if you are trying to sim years at a time without having user input.
One additional thing I have on is age limits in my lower minors so not sure if you also have those and this may be contributing?
