Oh! That. It goes by so fast for me that I didn't notice it.
I think it's actually a Windows 10 thing. At least I think I've seen it outside of OOTP and only since Windows 10 came out. It's like how notification popups are blue now.
EDIT: I just loaded OOTP16 and I see it doesn't change from the arrow cursor at all.
