That kind of league setup REQUIRES Interleague play, or else there'd be two teams with a bye for every series (one team from each subleague is leftover after every other team pairs up, and they can't play each other because interleague is disabled). Now, if you happen to want a schedule where each team has a bye every 15th series, you're going to need to find a custom schedule to import, since OOTP cannot generate that complicated of a schedule on its own. It's possible someone's made something like it already, but I do not know for sure. You can check out the mods forum if you want. If not, your only choices are to either leave interleague play on, or even out the subleagues (by going back to 16/14 or expanding to 16/16, your choice).
